Villa Victoria: second municipality in Latin America and the Caribbean to present results of Phase II of the Child Labor Risk Identification Model

• Of the 106 localities in Villa Victoria for which statistical information is available, 22 are at high risk of child labor. 25% of the total population of 6 to 17 years of age of the municipality would be in this group.
• It is expected that more municipalities in Mexico will voluntarily join the second phase of application of this statistical tool.
The municipality of Villa Victoria, a rural municipality located in the State of Mexico with a high incidence of child labor, is the second locality in Latin America and the Caribbean to implement and present the results of Phase II of the Work Risk Identification Model Infantile (MIRTI).
The Child Labor Risk Identification Model is a statistical tool promoted by the Economic Commission for Latin America and the Caribbean (ECLAC) and the International Labor Organization (ILO) that promotes and facilitates the creation of local prevention strategies for child labor to accelerate its reduction and move towards the achievement of Target 8.7 of the 2030 Agenda, which calls for an end to child labor no later than 2025.
Mrs. Martha Hilda González Calderón, Secretary of Labor; Mr. Mario Santana Carbajal, Municipal President of Villa Victoria, Noor Denkers, ILO Child Labor Specialist and Helmut Schwarzer, Acting Director of the ILO Office for Mexico and Cuba, presented the results obtained in the municipality.
Said presentation took place within the framework of the Twenty-Third Ordinary Session of the Inter-Institutional Commission for the Eradication of Child Labor in the State of Mexico (CIETI) and also included the participation of Alejandro Encinas Nájera, head of the Policy Unit Labor and Institutional Relations of the Ministry of Labor and Social Welfare (STPS).
During the presentation, it was pointed out that, according to the MIRTI results, Villa Victoria is one of the eight municipalities in the State of Mexico with a high risk of child labor. In this line, the municipal government has taken actions under Phase II of the Model to interrupt the trajectory of child labor from the identification of the weight of the factors that have the greatest incidence in the locality. In the same way, it identifies the territories where the greatest risk of children and / or adolescents working is concentrated.
Additionally, the Mexican municipality has also carried out an information generation process to identify children and adolescents in child labor. This in order to subsequently carry out strategic multisectoral interventions designed or improved according to the prevailing risk and protection factors in Villa Victoria.
The ILO considers that these key actions at the local level will help strengthen child labor protection and preventive services in the municipality and inspire other territories in the State of Mexico, and in the rest of the country, to implement targeted work reduction strategies. childish.

In addition to Villa Victoria, another municipality that has presented its results of the application of the second phase of the MIRTI has been Tuxtla Gutiérrez, located in the State of Chiapas.
In July 2018, the Mexican government presented the national results of the application of Phase I of the Model, which showed that the State of Mexico is one of the twelve Federal States with a low risk of child labor. According to the degree of incidence, the factors associated with child occupation not allowed in said State are i) being male and ii) that the head of the household is employed in the commercial sector. On the other hand, the protection factors are associated with the education of the head of household and of the spouse.
